In oracle database 19c release update (19.27) , two new parameters were introduced in the database system:

OPTIMIZER_CAPTURE_SQL_QUARANTINE

OPTIMIZER_USE_SQL_QUARANTINE

It enables the automatic creation of SQL Quarantine configurations.
